This paper focuses on SOFT POWER as a means of simultaneous defense and offense (without in-depth discussion of the nature of SOFT threats) before discussing potential and actual SOFT POWER capacities of the Islamic Republic. It also elaborates on possible applications of this immense source of national POWER to both head off SOFT threats and impress target societies in an offensive manner. In fact, the main hypothesis of this paper is that overemphasis on the concept of "SOFT threat" will cause the Islamic Republic to ignore its "SOFT POWER" resources, especially in cultural and civilizational fields, and unconsciously take a defensive position when formulating and implementing relevant policies.

SOFT POWER investment is a novel concepts that todays is introduced for social surveys of modern societies. In practice, POWER SOFT investment is based on cultural, social factors and its recognition as a kind of capital in perspective document whether in mass management or organizations management, can result in new presumption of social systems and help manager to better conduction of systems. Although Islamic republic of Iran perspective document in solar 1404 horizon, is a picture of desirable and chief society through Islamic revolution ideals and rule, however having the SOFT POWER is one of the requirements to achieve plotted purposes of this document. So relying on perspective document, SOFT POWER resources and social SOFT investment of Islamic Republic of Iran in this national document covered. In this study for obtaining results, field data analysis method of perspective document by descriptive-analytical style is used. Study findings are that if SOFT POWER components and present social investment in this document reinforced and regarded by ones interested in Iran nation SOFT POWER and focuses on religious democracy, social justice, keeping the human dignity and benefit of social and juridical security, can facilitate achieving the perspective document purposes and access to perspective goals also need to SOFTware motion and mass science production. So satisfying such a conditions provides a desirable field for Islamic Republic of Iran that by positive impact on perspective document purposes meet in region and world level can do a role.

SOFT POWER as one of the components of international politics in the present era, has achieved high position, so that politicians are trying so much to achieve it. The reason for this can be searched in efficiency and success of SOFT POWER than classical forms of POWER (Hard and Naked POWER). The Islamic Republic of Iran too needs to recognition, strengthening and application of SOFT POWER such as other politic units to improve its own national POWER by it. One of the countries which Iran has various sources of SOFT POWER in it is Iraq. Bilateral relations between Iran and Iraq, political and cultural history shared by the two countries shows that Iran has many political resources, cultural - religious and active diplomacy in Iraq. This paper was sought to analyze the public diplomacy as one of the components of SOFT POWER of Islamic Republic of Iran in Iraq, by considering the present backgrounds and strengthen these backgrounds after the Collapse of Baath regime. At this way, in regard to analytical data, major sources of Iran's SOFT POWER in Iraq and their effectiveness has been analyzed.

POWER, is the ability of an actor to use the resources and facilities properly in order to influence the international events to his own benefit. Countries have to develop policies and plans for improving ability and national POWER to protect security and the welfare of their citizens and counter foreign threats. The new circumstances of the international system have made new factors play an important role in the official international structures, and to protect their national interests, countries have to employ new means and methods, the most important of which is employing SOFT POWER. Because of its critical strategic and geopolitical situation, the Islamic Republic of Iran has to improve its SOFT POWER along with its hard POWER (the military and economic POWER). Iran can use its SOFT POWER and improve its national POWER, only when it develops its values, strategies and approaches in a way that it can take full advantage of the two national and international aspects of generating POWER. The present study aims to find out the factors and components of SOFT POWER and analyze the status of these factors on Iran’s SOFT POWER, using a descriptive-analytical approach. The results of the study show that SOFT POWER factor have a positive effect of Iran’s national POWER; however, Iran has not been able to take full advantage of the international factors influencing SOFT POWER.

POWER is one of the basic and fundamental elements in international politics therefore, the area of analysing POWER is one of the most important compasses for research in international relations which on the basis of reliance to diverse methodology discusses towards explaining the foreign behaviour of the governments. Based on the transformation in the political structure and behavior patterns of countries show that any change and displacement, resulting from a change in the approach, based on the POWER.Transformation in the concept of POWER which is referred to as "SOFT POWER", as a method of International Policy discussion and a tool for improving the country's foreign policy, is considered as a relatively young model that somehow founded on it's equivalent implications such as influence, POWER and even legitimacy. This POWER is the POWER of guidance, attraction and being role model. For this reason, is also intimately associated with shapeless POWERs such as culture and knowledge. On this basis, a country like the United States which is known as a Hegemon (Hazmon) in the international arena, is attempting with expansion and promotion of it's culture and knowledge as SOFT POWER components attain three goals, promote the level of legitimacy of political system at the international level, maintaining the international prestige and eventually manage and give direction to the public opinion in order to stabilize it's Hegemonic structure. The present article in a logical path first attempts to redefine POWER in classic narrative and introduce new interpretations of POWER, history as well as it's characteristics and then with taking the role of the United States SOFT POWER under consideration and with focusing on two elements of SOFT POWER (information technology and media and culture), studies the effects of this form of POWER in sustaining the hegemonic system.

 This paper aims at surveying the ways and means of POWER exertion through POWER technologies in SOFT war. This kind of war, more than others, is based on a productive POWER and this covers especial POWERs in the process of which the human being is taken as object, subject and so is controlled and criticized and then within the inter- subjectively accepted patterns, the POWER is exerted. Therefore, in spite of the popular definitions, SOFT war also implies a special type of violence which is structural and symbolic one. In this kind of war, instead of his body, the mind of human being is aimed to be dominated and then the human aspect of his environment is occupied and colonialized. This process is realized through three simultaneous phases including stabilization of ones’ own values, destruction of other’s values and changing the second ones into first ones by using technologies of the productive POWER. To appreciate reference, discourse, culture and subject are some of the most important POWER technologies in SOFT war.

SOFT POWER points to a set of a country's resources and capabilities such as culture, ideals, and ethical values that indirectly affect the interests and behaviours of other countries. Utilizing this dimension of POWER reduces the costs of other tangible elements of POWER. This study aims at analyzing the SOFT POWER of the Islamic Republic of Iran in various geopolitical regions and comparing the public opinion of these regions as far as Iran's SOFT POWER is concerned. This study applies descriptive-analytical methods and matrix measurement model to identify the relative weight and status of applying the SOFT POWER of the Islamic Republic of Iran in seven geopolitical regions, on the basis of eighteen indicators of ten components of different countries SOFT POWER measurement. Data has been collected from library and internet sources. Attempts have also been made to utilize the latest and most certified statistical and descriptive information of local, regional and international study centres. Findings of this research indicate that the Islamic republic of Iran has possessed the most part of SOFT POWER's standards among the countries of Eurasian region (28.76%) and the least ratio in Latin American one (69.3%). This study also indicates that Iran has acquired the maximum of her SOFT POWER's influence in countries with the biggest Persian speaking populations. Furthermore, Iran has been most successful in applying various elements of SOFT POWER, by her effective ability to make use of Iranology institutions in other countries.
